Recommendation

That Council adopts a resolution (Attachment II) authorizing the City Manager to negotiate and execute a Professional Services Agreement (PSA) with Tartaglia Engineering (Tartaglia) in an amount not-to-exceed $648,000, of which $450,000 will be appropriated from Project 06819 (Taxiway Zulu Pavement Rehabilitation Design) and the remaining $198,000 will be appropriated from Project 06890 (Pavement Rehabilitation).

SUMMARY

The Hayward Executive Airport (Airport) has utilized both in-house engineering staff and outside consultants in the past to assist with the design and construction administration for capital projects. The Airport uses outside consultants due to their engineering expertise and knowledge of Federal Aviation Administration (FAA) regulations and standards.

A request for qualifications (RFQ) was prepared and released according to the City's procurement policy and FAA guidelines for the design services for the Airport Pavement Rehabilitation Project. Staff recommends award of the contract to Tartaglia in an amount no-to-exceed $648,000 following a review panel of the responses. The funding for this contract is included as part of the recommended FY 23-24 Capital Improvement Program (CIP) under Projects 06819 (Taxiway Zulu Pavement Rehabilitation Design) and 06890 (Pavement Rehabilitation), with 90% of the cost for the design services for Project 06819 to be reimbursed by the FAA. Staff also anticipates receipt of State of California Division of Aeronautics grant funding in the amount of 5% of the total cost or $150,000, whichever is lower.
